PROBLEM TO BE SOLVED: To control mute operation according to an actual action of a user without user consciousness, to improve convenience.SOLUTION: A voice processing device includes: a voice detector 20; a first approach detector 21 for detecting a first approach to block a sound hole that leads voice to the voice detector 20; a voice output unit 22; a second approach detector 23 for detecting a second approach to hear voice output from the voice output unit 22; and a controller 24 for controlling whether to transmit or not to transmit the voice detected by the voice detector 20 to an opposite communication party, and for controlling whether to continue a voice non-transmission state detected by the voice detector 20 or to transmit by canceling the non-transmission state, based on the detection result of the first approach by the first approach detector 21 and the detection result of the second approach by the second approach detector 23.
