The plurality of roadside communication apparatuses 2 includes roadside communication apparatuses 2a, 2b each having a first slot SL1 for a roadside communication apparatus, arrayed in a radio frame, allocated as a transmission period, and a functionally limited roadside communication apparatus 2c not having the allocated first slot SL1. The functionally limited roadside communication apparatus 2c, on deciding the occurrence of necessity to transmit radio data to another roadside communication apparatus 2, performs radio data transmission to the other roadside communication apparatus 2 in a period other than the first slot SL1.
