A mirror device has a plurality of organic EL elements and a plurality of metal mirror surface parts placed side-by-side and divided by banks formed from a transparent dielectric on a substrate. Each of the organic EL elements has organic layers including a light emitting layer formed between a transparent electrode and a reflective electrode. Each of the metal mirror surface parts and organic EL elements or a group within the metal mirror surface parts and a group within the organic EL elements are disposed alternately.
