The present invention provides a method and base station for stipulating frequency spectrum contributions. The method comprises: determining a first frequency spectrum, a second frequency spectrum, and a third frequency spectrum, the first frequency spectrum and the second frequency spectrum being used for communication of a second network; and a first network using the second frequency spectrum and the third frequency spectrum for communication, the second frequency spectrum and the third frequency spectrum forming a carrier of the same first network. Since the first network and the second network share the second frequency spectrum, the use efficiency of the frequency spectrum can be enhanced, and the waste of the frequency spectrum can be reduced.
