PROBLEM TO BE SOLVED: To provide a radio communication system capable of efficiently coping with abnormality having occurred.SOLUTION: The radio communication system includes a radio base station 21 for performing radio communication with a user terminal, and an access control device 31, connected to the radio base station 21 on the lower-level side and to an upper-level network on the upper-level side, for controlling an access to the upper-level network by the radio base station 21. The access control device 31 includes a receiver unit 521 for receiving a signal transmitted from the radio base station 21, and a processing unit 523 for executing processing according to an abnormality type which indicates an abnormality type having occurred on the lower-level side than the self-device and is identified on the basis of the received signal, among a plurality of abnormality types. |
