The disclosed heating member comprises a resistance heat generating layer, a base material which supports the resistance heat generating layer, and an electrode which touches both sides of the longitudinal direction of the resistance heat generating layer and supplies a current to the resistance heat generating layer. The resistance heat generating layer comprises a notification region and a non-notification region on both sides of the notification region. A thermal conduction layer for preventing the overheating of the resistance heat generating layer is provided between the resistance heat generating layer and the base material in the notification region. The contact area of the thermal conduction layer and the resistance heat generating layer is 5-25% of the area of the non-notification region.
