PROBLEM TO BE SOLVED: To quickly grasp the degree of risk of a current position to seismic sea waves. SOLUTION: A disaster information distribution server 1 distributes disaster information 101 for distribution including an expected height of seismic sea waves to an evacuation notification server 2 and a portable terminal 3. When receiving the disaster information 101 for distribution, the portable terminal 3 transmits information indicating the current position of itself to the evacuation notification server 2. The evacuation notification server 2 refers to altitude information data, and on the basis of the current position received from the portable terminal 3, determines an altitude value of the current position of the portable terminal 3. When a ratio of the height of the seismic sea waves included in the disaster information 101 for distribution to the altitude value is equal to or higher than a first threshold, the evacuation notification server 2 determines that an emergency evacuation is necessary, and in other cases, determines the emergency evacuation is not necessary. The evacuation notification server 2 transmits evacuation notification information including the result of determination of the necessity of the emergency evacuation and the altitude value of the current position of the portable terminal 3 to the portable terminal 3.
