The present invention relates to a network access control system and method. The network access control system includes: a terminal device accessible to at least two networks that provide communication services in different schemes and registering terminal information including kinds of accessible networks at a current location; and a network access control device pre-storing a terminal ID and a relay ID of a preferential access relay set for the terminal device, receiving and storing terminal information transmitted by the terminal device, and, when receiving a call connection request from the terminal device, preferentially performing a call connection to the preferential access relay of a corresponding terminal device. Accordingly, a user can select a specific Wi-Fi relay and a charging scheme for the corresponding Wi-Fi relay, and a user terminal can periodically receive accessible networks from the terminal device and register them. When receiving a call connection request, the user terminal checks whether the call connection request is voice call connection and is allowed to be preferentially connected to a designated Wi-Fi relay. |
