The present invention relates to a surface treatment method for magnesium or a magnesium alloy to form a film containing a complex crystal of which the surface is mixed with a hydromagnesite crystal of brucite and MgCO3 by thermally treating magnesium or a magnesium alloy in a humidified atmosphere. The thermal treatment is carried out at a temperature between 75-160°C. The humidified atmosphere is between 85 ~ RH% when it is lower than 100°C and is between 50 ~ 100 RH% when it is higher than 100°C.
