PROBLEM TO BE SOLVED: To provide a tape sticking device and a tape sticking method in which attachment accuracy of a segment of an ACF tape to a substrate can be enhanced by supplying a tape member stably regardless of the residual quantity of the tape member. SOLUTION: Rotation angleϕof a reel 23 is detected when the reel 23 feeds a tape member Tp corresponding to the length Ls of a segment 4S of an ACF tape 4. From the rotation angleϕof the reel 23 thus detected and the length Ls of the segment 4S of the ACF tape 4, winding radius R of the tape member Tp wound around the reel 23 is calculated.
