PROBLEM TO BE SOLVED: To attain larger capacity and a less leakage current of a capacitor. SOLUTION: An electrode foil includes a substrate 18, a coarse film layer 19 formed on the substrate 18, and a dielectric film 8 formed on the coarse film layer 19, wherein the coarse film layer 19 has a structure formed by irregularly connecting a plurality of particulates 20 made of at least one of a metal or metal compound from a surface of the substrate 18 and has many spaces therein, and the dielectric film 8 is an electrode foil made of a compound of a metal different from a principal component of the particulates 20 of the coarse film layer 19. Consequently, the dielectric film 8 is formed of a material having a high dielectric constant, and the coarse film layer 19 can be protected by the dielectric film 8, thereby attaining the larger capacity and less leakage current of the capacitor.
