PROBLEM TO BE SOLVED: To provide a shrinkage reducing agent for a cement composition with which a cement composition exhibits satisfactory durability and further has sufficient shrinkage reducing performance, and to provide a cement composition. SOLUTION: The shrinkage reducing agent for cement composition contains a water-insoluble compound as an A component whose saturation concentration at 20°C to water is <1 wt.% and a surfactant as a B component whose HLB (Hydrophil-Lipophil-Balance) value is≥9 as effective components, The cement composition contains the shrinkage reducing agent for cement composition.
