PURPOSE: A manufacturing method of a metal oxide-carbon composite, the composite thereby, and a capacitive water treatment electrode using the same are provided to increase the ion removal rate of raw water in a water treatment process. CONSTITUTION: A manufacturing method of a metal oxide-carbon composite includes: a solution manufacturing step of manufacturing an ethanol dispersed fatty acid solution, adding a material for saponification in the solution to be dissolved, and adding metal oxide particles in the solution to be stirred (S10); a step of saponification by the material for saponification (S20); a step of manufacturing a composite material by plasticizing the saponified solution and synthesizing metal oxide and a carbon material (S30); and a step of filtering the composite material, which is solidified by the plasticizing process, removing non-reacted products, and forming a carbon material on the surface of the metal oxide (S40).
