A power generation system is disclosed. The power generation system uses cooling water which cools a boiler or a turbine inside a power plant and is discharged, and comprises a pair of retaining walls for forming a water passage in which the cooling water flows, a support member supported in the retaining walls, a rotor support of which the top is connected to the support member to be rotated, of which the bottom extends toward the surface of the water inside the water passage, and which is positioned inside the pair of retaining walls, a rotor supported in the bottom of the rotor support and positioned on the surface of the water inside the water passage to be rotated by the cooling water flowing in the water passage, and a generator connected to the rotor to generate power using power delivered from the rotor.
