PROBLEM TO BE SOLVED: To determine a communication parameter for obtaining excellent efficiency in frequency utilization.SOLUTION: An overlap rate determination unit determines an allowable overlap rate which is to be used as an index of the number of frequency resources that can be used by a plurality of mobile station devices in an overlapped manner, according to a communication parameter. A scheduling unit determines allocation of frequency resources to be used for data transmission by the plurality of mobile station devices in order to satisfy the overlap rate. |
