PROBLEM TO BE SOLVED: To provide an image forming apparatus which stably holds a toner charge amount and stably maintains quality of a toner image to be formed for a long time by supplying a proper amount of lubricant to a photoreceptor, and to provide an image forming method.SOLUTION: An image forming apparatus comprises at least: a developing part having a supply part for supplying developer containing toner and carrier with lubricant added to a surface thereof; a photoreceptor configured so that an electrostatic latent image formed on the surface is developed by the developing part and a toner image formed by the development is transferred to a transfer body; a cleaning part for removing toner remaining on the surface of the photoreceptor; a charge amount detection part for detecting toner charge amount in the developing part; and a control part which controls the carrier to be supplied to the developing part on the basis of a detection result of the charge amount detection part.
