PROBLEM TO BE SOLVED: To provide a substrate for mounting a light-emitting element of high luminous efficiency in which transmission of light in the substrate can be reduced while having a high thermal conductivity, and to provide a light-emitting device using the same.SOLUTION: A substrate for mounting a light-emitting element 11 includes a planar base part 1 having a mounting surface 3 for mounting a light-emitting element 1. The base part 1 is composed of a sintered compact of ceramic particles 7, and the surface 1a on the mounting surface 3 side has a higher porosity when compared with the interior 1b. Consequently, a substrate for mounting a light-emitting element having a high thermal conductivity, in which the transmittance of light in the substrate is low, and a light-emitting device using the same can be obtained. |
