Disclosed are an apparatus and a method for generating/reconstructing motion information based on a predicted motion vector index coding and an apparatus and a method for encoding/decoding an image using the same. The image encoding/decoding apparatus according to an embodiment of the present invention includes: an image encoder which, in a case where an inter-prediction about a current block is performed by using a reference frame, generates index information of a predicted motion vector of the current block based on the motion vectors of blocks around the current block and the motion vector of the same place block of the reference frame and generates and encodes motion information of the current block which includes reference frame index information and predicted motion vector index information with a difference motion vector which is generated by differentiating the predicted motion vector from the motion vector of the current block; and an image decoder which reconstructs the predicted motion vector based on the predicted motion vector index information, reconstructs the motion vector of an object block to be reconstructed by adding the reconstructed predicted motion vector to the difference motion vector, and reconstructs the object block based on the motion vector of the reconstructed object block.
