PROBLEM TO BE SOLVED: To provide a dissociation catalyst for a blocking agent having high dissociation effects at low temperature, and to provide its use.SOLUTION: A catalyst containing a quaternary ammonium salt represented by the general formula (1), where Xrepresents at least one kind selected from a group consisting of a hydrogen carbonate group, a monoalkyl carbonate group, and carbonate group, a is an integer in a range of 1 to 2, b is an integer in the range of 1 to 2, is used as a dissociation catalyst for a block agent.
