The present invention relates to a functional composition for preventing and alleviating periodontal diseases and a method for manufacturing the same. The functional composition for preventing and alleviating the periodontal diseases according to the present invention comprises a flora composition in which a mulberry extract, a mulberry leave extract, and quercetin are mixed. The mixed flora composition is mixed with a ratio of 20-40 g of the mulberry leave extract and 20-40 g of quercetin for 100 g of the mulberry extract.
