The present invention can manufacture composition used to perform a surface-treatment on a metal using graphene with excellent corrosion resistance, electric conductivity, heat-conductivity, and the like, can be efficiently coated on a surface of the metal with an electrophoretic deposition method, and can obtain a high functional surface-treated steel plate.
