摘要 [Problem] To estimate a magnification factor with regard to a magnified image. [Solution] Generation means (3) generates an image in which high frequencies of an input image have been removed. First computation means (5) computes, among spatial frequency components of the input image, high frequency components that are greater than or equal to a predetermined value as a spatial frequency component characteristic value. Second computation means (7) computes spatial frequency components of the input image as a second spatial frequency component characteristic value. Determination means (9), for each pixel, determines whether or not the same is block noise. Magnification ratio estimation means (11) eliminates pixels that the determination means (9) has determined to be block noise from pixels to be summed, and with regard to the remaining pixels, estimates the magnification ratio of the input image to be high in proportion to the degree of smallness of the difference between the first spatial frequency component characteristic value and the second spatial frequency component characteristic value.
