The purpose of the present invention is to provide a wireless communication system, a user terminal, and a wireless communication method, with which communication quality can be adequately monitored even if a new wireless resource configuration is applied. In this wireless communication system, an extended downlink control channel that is frequency-division multiplexed with a downlink shared data channel is used to transmit, from a wireless base station, to a user terminal, downlink control information, and downlink quality is monitored on the basis of the reception quality of a downlink reference signal transmitted to the user terminal from the wireless base station. The user terminal determines wireless link interference by comparing the reception quality of the downlink reference signal transmitted from the wireless base station, with a first reference configured using two threshold values corresponding to error rates of prescribed blocks of the downlink control channel, and/or with a second reference configured using two threshold values which are different to those of the first reference. |
