PROBLEM TO BE SOLVED: To reduce power consumed by an image encoder.SOLUTION: An image analyzer 101 divides an inputted image into blocks of encoding units and generates analysis information relating to in-screen prediction of the inputted image, for each of the blocks of the encoding units. An in-screen prediction device 104 divides the inputted image into blocks of prediction units and performs in-screen prediction to generate the predictive residual of the blocks of the prediction units. An encoder/decoder 105 encodes the prediction residual or DC components of the blocks of the prediction units. An encoding controller 103 estimates the encoding result of the encoder/decoder 105 on the basis of the analysis information, for each of the blocks of the encoding units and controls the in-screen prediction device 104 and the encoder/decoder 105 on the basis of the estimation. |
