PROBLEM TO BE SOLVED: To provide pellets having biologically active formulations and a method of manufacturing the pellets.SOLUTION: The pellet includes a core and one or a plurality of arbitrarily chosen layers surrounding the core. The core and the layers are formed by making powder particles come into contact therewith, making them adhere to each other, and hardening them by rolling motions. The degree of densification is controlled by energy incorporated during the rolling motions. An instrument has a rotor and a chamber. The rotation of the rotor outwardly moves the pellets on the rotor during formation. Finally, the pellets come into contact with the inside wall of the chamber arranged so as to tangentially receive the outwardly moving pellets. The pellets begin to roll when coming into contact with the inwall of the chamber.
