In order to improve the precision with which the excess air ratio in a fuel spray is estimated and to quickly bring the excess air ratio to a target value when the engine load factor has risen, a control device (30) for an internal combustion engine has: an information acquisition unit (41) that acquires intake parameters and fuel parameters; a first estimation unit (42) that estimates the excess air ratio in the fuel spray using the intake parameters and the fuel parameters; and a pressure calculation unit (44) that calculates the fuel injection pressure required to match the excess air ratio in the fuel spray to the target excess air ratio in the fuel spray when the excess air ratio in the fuel spray is less than the target excess air ratio. When the required fuel injection pressure is equal to or less than the maximum fuel injection pressure, fuel injection is performed with the required fuel injection pressure.
