The present invention discloses a cooling apparatus that uses a thermoelectric module and a cold water tank having the same, where a radiating unit which is connected to a heated side of the thermoelectric module to radiate heat of the heated side to the outside allows the air from the outside to flow into one side and to be discharged to the other side facing one side. According to an embodiment of the present invention, the cooling apparatus that uses a thermoelectric module comprises: the thermoelectric module (200) that includes a thermoelectric element whose one side is cooled and the other side is heated by heat transfer from one side to the other side when the power is supplied; a cooling unit (300) which is connected to a cooled side of the thermoelectric module (200) and which is directly or indirectly connected to a substance to be cooled; and the radiating unit (400) that is connected to the heated side of the thermoelectric module (200) to discharge the heat of the heated side of the thermoelectric module (200) to the outside. In the radiating unit (400), air from the outside can flow into one side to cool the heated side of the thermoelectric module (200) and be discharged through the other side, which faces the one side of the radiating unit (400), to the outside. The present invention can allow air from the outside to flow in one side to cool the heated side of the thermoelectric module (200) and to be discharged through the other side, which faces the one side of the radiating unit (400), to the outside in the radiating unit that is included in the cooling apparatus using the thermoelectric module. And it can reduce noise of the cooling apparatus using the thermoelectric module, and can miniaturize the cooling apparatus using the thermoelectric module.
