A method and device for controlling water saving washing and the water saving washing machine. The method comprises the following steps: conducting a first water inlet passage of the wash basket when the wash basket of the washing machine needs to be filled with water, wherein the first water inlet passage is formed from a water draining opening of water storage tank to a water inlet of the wash basket; obtaining a current water level of the water storage tank; closing the first water inlet passage when the current water level of the water storage tank is lower than or equal to a first predetermined height; obtaining a current water level of the wash basket; conducting a second water inlet passage of the wash basket until the water level of the wash basket reaches a wash predetermined height when the current water level of the wash basket is lower than the wash predetermined height, then closing the second water inlet passage, wherein the second water inlet passage is formed from an external water source of the washing machine to the water inlet of the wash basket. The method can realize recycling of the washing machine water, improve the water saving rate.
