<p>PROBLEM TO BE SOLVED: To provide a radio communication system, aggregation management device, and PCI setting method for the device capable of avoiding PCI overlap when the PCI overlap occurs between a base station outside an area managed by the aggregation management device and a base station under management of the device.SOLUTION: A terminal communication state storage table 202 stores CQI data between a terminal 5 and a base station 10. When a CQI average value has been lower than a predetermined value continuously for equal to or more than 3 hours, a PCI contention determination unit 222 determines that PCI contention may occur in the base station 10, and a base station control unit 23 replaces a currently used PCI with another applicable PCI by referring to a base station parameter table 204, measures CQI using the new PCI 3 times at 5 minute intervals, and performs operation using the new PCI when it is confirmed that the CQI has been improved as compared with that before the replacement.</p> |
