The present invention relates to a polyester-based primer composition which includes: 100 parts by weight of a polyester resin; 1 to 20 parts by weight of water-dispersible fine particles; and the remainder of water. The polyester-based primer composition is highly water-resistant and highly solvent-resistant unlike a urethane-based primer composition. Therefore, sufficient adhesive strength between a protection film and a functional coating layer can be obtained without additives such as a cross-linking agent, and a stable adhesive force can be maintained for a long period of time.
