PROBLEM TO BE SOLVED: To provide an evaluation device for simplifying work to write a ROM mounted on a game machine, and a method for manufacturing the game machine. SOLUTION: A ROM emulator 11 includes: RAM 32a to 32e; and controllers 31 and 33a to 33e for controlling write of the respective RAM 32a to 32e and the like. The controller 31 controls write of information from a storage medium 50 received by a reception part 13 to the RAM 32a to 32e. When the controllers 33a to 33e receive command signals from CPU 301, 311, 321, 401, and 201 via cables 41a to 41e, they read programs, a variety of data, and the like stored in the RAM 32a to 32e and transmit them to the CPU 301, 311, 321, 401, and 201.
