Disclosed are a candidate block determining method when performing a prediction between screens, and an apparatus using the method. An image decoding method comprises the steps of: including a lower left second block in a merge candidate list when the lower left second block is usable; including an upper right second block in the merge candidate list when the upper right second block is usable; including a lower left first block in the merge candidate list when the lower left first block is usable; including an upper right first block in the merge candidate list when the upper right first block is usable; including an upper left second block in the merge candidate list when the upper left second block is usable; and including a temporal candidate prediction block in the merge candidate block list when the temporal candidate prediction block is usable. Therefore, the present invention is able to increase encoding efficiency and reduce complexity.
