PROBLEM TO BE SOLVED: To provide a developing device and an image forming apparatus capable of suppressing degradation in image qualities. SOLUTION: A developing roller 72K faces a photoreceptor drum. A scattered toner preventing member 80K faces the photoreceptor drum via a predetermined gap in the downstream side along the moving direction of the photoreceptor drum than the developing roller 72K. A suction duct 82K includes suction holes h1, h2 for sucking toner, and the holes located in the downstream side along the moving direction of the photoreceptor drum than the scattered toner preventing member 80K. Recessed portions g1, g2 acting as flow channels to guide the toner to the suction holes h1, h2 are formed on a counter face S1, facing the photoreceptor drum, of the scattered toner preventing member 82K.
