The device (1) has a detector for detecting the presence of a thread (2) connecting two reels (3) that are successively emptied by the last turn of the thread and the first turn of the thread. A securing unit firmly secures the thread perpendicular to its direction of normal insertion in the control device. The securing unit includes an elastic lever forming a jaw to press the thread against an opposite surface forming another jaw. The detector includes an electrical circuit (15) presenting two contacts that are open in the event of presence of the thread. An independent claim is also included for a rack for dispensing thread from the reels.
