The device has a turbine provided with a protection cover (9) that is positioned beyond an end of a screw. The cover comprises an opening in which a power supply unit is placed in relation to a surface of a feed wheel that is provided with blades. Rotation axes of the wheel and the screw approximately coplanarly form a non-zero angle between the rotation axes. The surface of the feed wheel is turned toward a top surface (46) of a hopper (4) such that the rotation axis of the wheel is tilted with a downward slope from the wheel surface in a direction of an opposite surface of the wheel.
