摘要 PROBLEM TO BE SOLVED: To prevent congestion in a state where massive calls are originated.SOLUTION: Upon accepting a start command for a massive originated call response process, a massive originated call response processing unit executes a call clearing process so that the conversation time of a voice communication terminal is cut to within a prescribed first time and also stops accepting a call connecting process until a prescribed second time or more elapses from the time of day at which the last conversion of the voice communication terminal was finished. The massive originated call response processing unit comprises: a voice communication terminal information management unit 24 for recording information indicating whether the voice communication terminal is in a conversation or a non-conversion state and information indicating the time of day at which the conversion or the non-conversation state transitioned to the other state by correlating the same with the identification information of voice communication terminals of all accommodated subscribers; and a call connection execution control unit 23 for controlling call connection and call clearing by referring to the information recorded in the voice communication terminal information management unit 24 and also controlling updating of the information indicating whether the voice communication terminal is in a conversation or a non-conversion state and the information indicating the time of day at which the conversion or the non-conversation state transitioned to the other state recorded in the recording means.
