PROBLEM TO BE SOLVED: To provide a moving image encoder and a decoder, in which a density degree of an orthogonal transfer coefficient is improved while a hardware scale is reduced.SOLUTION: A moving image decoder includes: an acquisition section for acquiring a transfer coefficient; a coefficient order control section for rearranging the transfer coefficient in accordance with a scanning order corresponding to a prediction direction of a target block in scanning orders which are previously determined for a plurality of prediction directions; a classifying section for classifying a processing mode of the target block to a first mode and a second mode; a first inverse orthogonal transformation section for inversely orthogonally transforming the rearranged transfer coefficient and obtaining a prediction error signal by using a common first transfer base irrespective of the prediction direction when the processing mode is the first mode; a second inverse orthogonal transformation section for inversely orthogonally transforming the rearranged transfer coefficient and obtaining the prediction error signal by using a second transfer base different from the first transfer base when the processing mode is the second mode; and a decoded image signal generating section for obtaining a decoded image from the prediction error signal. The coefficient order control section rearranges the transfer coefficient in accordance with the scanning order in a vertical direction when the prediction direction of the target block is a horizontal direction.
