The power generated in a power source is stored in a storage element. A DC-DC convertor (4) converts the power input from an input power feeding line to a prescribed voltage and supplies a load connected to an output power feeding line with the converted power. The DC-DC convertor (4) is activated to start power supply when the input voltage exceeds a first prescribed voltage. A power control unit (8) constituted by a microcomputer is connected to the output power feeding line to begin to operate on receiving power, and controls the power supplied to the load while changing operation modes in accordance with the power source energy from the power source. The power control unit (8) is activated when the DC-DC convertor starts to supply power and operates in a low power consumption operation mode where there is only periodic monitoring of the detected power source energy, and starts supplying power to the load when the power source energy exceeds a level equivalent to a state where the voltage of the input power feeding line reaches a second prescribed voltage higher than the first prescribed voltage.
