PROBLEM TO BE SOLVED: To execute a load test of a femtocell base station by use of a load simulating a load in a real field.SOLUTION: A load testing device 10 comprises: scenario creation means 14 for creating a scenario 17 describing a procedure or condition to reproduce an overload state of a femtocell base station 30 on a trial basis by calculating inversely from performance evaluation on the femtocell base station 30 in the overload state; and load testing means 15 for increasing a radio communication load on a trial basis by controlling mobile devices 21-25 that perform radio communication with the femtocell base station 30 on the basis of the scenario 17.
