The present invention relates to a composition for forming a liquid crystal layer and a retarder prepared by using same, and more specifically, to a composition for forming a liquid crystal layer having superior alignment force by comprising a fluoride-based surfactant represented by chemical formula 1, thereby increasing the degree of hardening even with low exposure quantity and thus improving productivity, and to a retarder prepared by using the composition for forming the liquid crystal layer.
