PROBLEM TO BE SOLVED: To reduce control signals in a radio access network.SOLUTION: In a management device 10, a service control unit 12 obtains information related to correspondence relation between a plurality of terminals 40 in a first group existing under a base station 30 and information indicating applications installed in each terminal 40 in the first group. A consolidation control unit 14 selects a plurality of terminals 40 in a second group that exist under the base station 30 and in that the same kind of applications are installed on the basis of the obtained correspondence relation.
