PROBLEM TO BE SOLVED: To provide a fraud detection system and a fraud detection program capable of improving detection accuracy of a variety of fraudulent use.SOLUTION: A fraud detection system 1 for detecting a fraudulent use of a card comprises: a membership history information DB 12b for storing membership history information which includes a user membership number; a terminal history information DB 12c for storing terminal history information which includes a terminal number; an information accumulation generation unit 14 for generating analysis object membership history information and analysis object terminal history information; a scoring unit 15 for calculating a score which shows a possibility of a fraudulent use of a card; a score correction unit 16 for calculating a final score by correcting the score on the basis of the analysis object membership history information and the analysis object terminal history information; and a fraud determination unit 17 for determining whether a use of a card is fraudulent on the basis of the final score.
