In the present invention, a terminal device (for example, a cellular telephone) is provided with a storage unit for storing a program used to control a movable body (for example, a vehicle), an authentication unit for performing authentication between the terminal device and the movable body, and an output unit for output ting the program to the movable body provided that authentication has been performed by the authentication unit. The program outputted to the movable body disappears when an ignition OFF state is entered into. If authentication by the authentication unit is not performed, the program for controlling the movable body is not outputted to the movable body and the movable body is unable to move; therefore, security of the movable body is improved.
