The present invention relates to a system and a method for providing content based on a vehicle driving state, the system comprising: a content providing device which provides a content streaming service with content each of which is encoded to have a different size; a vehicle speed detecting device which collects vehicle speed information from at least one sensor for detecting a driving speed of a vehicle; a traffic information providing device which provides traffic information including road speed limits and traffic accidents; and a terminal device which predicts a driving speed of the vehicle based on the vehicle speed information received from the vehicle speed detecting device and the traffic information received from the traffic information providing device, requests content having a preset size from the content providing device to stream the content. According to the present invention, future driving speeds of the vehicle are predicted based on the present driving speed of the vehicle and the traffic information around the vehicle, and a size of content to be received can be determined based on the prediction. Therefore, a seamless multimedia streaming service can be facilitated by controlling sizes of streaming content according to changes in driving speeds of the vehicle.
