The present invention relates to a system and a method for controlling a headlight according to recognition of surrounding circumstances. Provided are a system for actively controlling an open and close size and brightness of a headlight according to brightness of light recognized from a forward and backward vehicle, and a road surrounding circumstances and a method thereof. According to the present invention for achieving the above purpose, the system for controlling a headlight comprises: a light sensing part for sensing a light around a vehicle, and a light of a headlight of an opposing vehicle and a rearward vehicle; a brightness determining part for determining whether brightness of a light around a vehicle detected from the light sensing part is over a reference value or not, and for determining whether brightness of the detected light of a headlight of the opposing vehicle and the rearward vehicle is over a reference value or not; a headlight brightness controlling part for controlling brightness of a headlight according to a determination of the brightness determining part; and a controlling part for transferring a control signal and a warning message to the vehicle by generating the control signal and the warning message about brightness of a headlight when brightness of a light of the opposing vehicle or the rearward vehicle is over the reference value as a result of determination of the brightness determining part, and for controlling an open and close size of a headlight when the control signal and the warning message about brightness of a headlight are inputted from other vehicles.
