PURPOSE: A skin whitening composition including soluble 4-methoxychalcone is provided to prevent decomposition and coloring during manufacture or storage by excellent stability in comparison with existing whitening agents and have a marked effect on skin whitening with small quantities of the composition. CONSTITUTION: A skin whitening composition includes soluble 4-methoxychalcone. A manufacturing method of the skin whitening composition containing soluble 4-methoxychalcone comprises: a step of obtaining a mixture by adding soybean oil, castor oil, polysorbate20 and polysorbate80 in 4-methoxychalcone and stirring them; and a step of obtaining soluble 4-methoxychalcone solution by stirring the mixture at a lower speed than the speed of the step of obtaining the mixture.
