Disclosed are a system and method for cracking down on illegal parking/stopping and preventing crime. The system comprises: a fixated apparatus for cracking down on illegal parking/stopping and preventing crime including a low illuminance mega pixel camera and a driving/controlling module for driving and controlling the low illuminance mega pixel camera; a server for cracking down on illegal parking/stopping and preventing crime for identifying whether it is day or night, and remotely controlling the fixated apparatus for cracking down on illegal parking/stopping and preventing crime in order to monitor an illegal parking/stopping vehicle in the daytime, and remotely controlling the fixated apparatus for cracking down on illegal parking/stopping and preventing crime in order to monitor a stolen vehicle, runaway vehicle, or criminal vehicle at night. According to the system and the method for cracking down on illegal parking/stropping and preventing crime, one apparatus has two functions by being configured to monitor an illegal parking/stopping vehicle on the road in the daytime and to detect a stolen vehicle, runaway vehicle, or criminal vehicle among moving vehicles on the road at night, thereby improving the efficiency of installation/maintenance and management.
