PROBLEM TO BE SOLVED: To provide a luminous flux control member capable of distributing light in at least two of a front direction, a side direction, and a rear direction in a well-balanced state, a light-emitting device, and a lighting device.SOLUTION: A luminous flux control member 140 has a first luminous flux control member 141 including a Fresnel lens part 162 on a light emitting element side and a second luminous flux control member 142 opposed to the first luminous flux control member 141. A center axis CA1 of the first luminous flux control member 141 and a center axis CA2 of the second luminous flux control member 142 are aligned with an optical axis LA of the light emitting element. The Fresnel lens part 162 includes an inclined Fresnel lens part 162d. The inclined Fresnel lens part 162d is such that the distance between the bottom of a valley formed between annular projections 162a and a lower stage part 151 along the optical axis LA is small at an outside valley and gradually increases toward the center axis CA1. |
