PROBLEM TO BE SOLVED: To resolve a problem that a temporary buffer is required for a decoder to store an SAO offset of each partition until an image (or a part of the image) is decoded.SOLUTION: There is provided a flexible band offset (FBO) device and apparatus for performing sample adaptive offset (SAO) filter processing in an encoder and a decoder by means of an encoding device and the like configured to conform to the high-efficiency video encoding (HEVC) specification or configured similarly. The number of band offset (BO) modes, and the number of required offsets are reduced. This invention brings simple encoding, reduces the size requirement for a temporary buffer, and brings a performance gain more excellent and smaller than that of an existing SAO method of an HEVC test model HM5. |
