The present invention minimizes the load of a control device and a communication node when performing role-based access control in a centralized control network. A communication node is provided with: a first table for determining the attributes or rights of a packet transmission source by comparing with first information in the header of a received packet; a second table for determining the processing content for a packet that is from a packet transmission source having the attributes or rights determined using the first table, said determination being performed by comparing with second information in the header of the received packet; and a packet processing unit that, after a packet is received and the first table is used to determine the attributes or the rights of the packet transmission source, uses the second table to determine the processing content for a packet from a packet transmission source having the attributes or rights determined using the first table.
